Or should that be an interior designer?

Like the name implies, interior designers design interiors. That means they can come into a project before it’s built or remodelled. Interior designers take into account the room or area’s structure, light and purpose to develop plans that include blueprints. He or she will also help you through the process of putting those plans into action, including getting permits, working with architects, hiring contractors and ensuring building codes are met.

Qualified through a rigorous process of education, experience and examination, IDC members are skilled at assisting clients realize their goals, creating built environments that are both functional and aesthetically attractive.”
Interior Decorators
Again, like the name implies, an interior decorator is skilled at redecorating an existing space and not so much involved in the design of a new one. Working with the homeowner, an interior decorator will create a look for the room, taking into consideration such elements as scale, colours and fabrics. They can work to improve décor using existing furnishings or help the homeowner find new furniture and accessories to suit the new decorating plan.
According to the Canadian Decorators’ Association: A decorating and design professional is qualified by education and experience to develop and enhance the function and quality of interior (and exterior) spaces. A professional analyzes the client’s needs and formulates design concepts that are aesthetic, appropriately appointed and functional.
So the choice is yours. Generally speaking, you might be more likely to consider and interior designer for a new home build or the complete renovation of an existing room or home. Interior decorators might be the better choice to remodel an existing room or home.
